I think a beginner should use a digital camera, preferably an SLR where the main controls (focus, aperture, shutter) are right at your fingertips.

While those features are there in a film SLR, the time-lag between shooting and seeing the results will seriously slow down the learning process.

Even a non-SLR digital would be preferable, IMO. I would try to get one that had conveniently accessible focus, aperture and shutter controls, as many do not.

However, if a film camera is all you can afford, then go with it. You'll still develop skills and have fun with it, just at a little time-disadvantage, and if you want to manipulate the images, you'll need to scan them.
